It appears that a measurable amount of confidence in the High Street as buyers returned credit cards in the hand of hope, grab a bargain or two stores offering huge discounts. Many consumer-oriented cash ask: "Are banks are open for Presidents Day," as it clearly intends to release at least a portion of their funds were tied up during the winter.

The fact is that most banks are closed on Monday and will reopen on Tuesday as a federal holiday. there are some exceptions, however.
